BETTER BY DELAY

This article relates the history of the London Borough of Harrow's U30 million road scheme, which is approaching completion. The scheme will: (1) encourage the free flow of through traffic; (2) separate vehicles and pedestrians; (3) provide convenient and aesthetically agreeable walkways for residents; and (4) promote future town centre development. It has taken a long time to prepare, but it is much better than the original Greater London Council (GLC) plan, as a result of extensive modifications by Harrow Borough. Responsibility for the GLC plan was transferred to Harrow Borough in 1986, when the GLC was closed, and the borough found many defects in the plan. In 1988, it commissioned Travers Morgan to help with new designs, and the modified plan began to emerge. The resulting eight-phase programme was designed to maintain overall traffic movements, not only through traffic and peak-period flows but also local traffic. Road users were consulted extensively before each new trffic management scheme was implemented. The largest engineering work was on an important road bridge, whose capacity had to be increased in a cost-effective way. Advance works included sheet piles, piled retaining walls, subways and footbridge spans. A new utilities services tunnel was drilled by pipe jack.
