A FRAMEWORK FOR ADDRESSING TRANSPORT AND CLIMATE CHANGE. PLANNING REDUCED CARBON DIOXIDE EMISSIONS FROM TRANSPORT SOURCES

This paper examines ways in which passenger transport contributes greenhouse gas emissions, and proposes a strategy in which the de for personal travel can be reconciled with the goal of long term environmental security. Statistics are provided of transport's g contribution to Carbon Dioxide emissions in the United Kingdom. are also provided on car use per capita in selected regions of th world, and on the growth in personal travel in Britain by transpo since 1952. Three scenarios for improving matters are presented a with the carbon dioxide emissions forecast for each. The scenari include: a) no intervention; b) technical improvements to increas vehicle fuel economy; c) a transport strategy which discourages c A 12-point plan for reducing carbon dioxide emissions from person travel is suggested. The Netherlands National Travel Plan is dis and proposed as a blue print for the type of strategy required at national level.
