DRIVING THE POINT HOME

This article shows how British local authorities (LAs) are eager to use Advanced Transport Telematics (ATT) to ease local traffic problems. The European Community (EC) DRIVE III programme, from 1995 to 1998, will include major demonstrations of the new technologies at test sites across Europe. As a result, EC officials are now inviting LAs to become much more involved in future projects, including electronic road pricing schemes, city-wide congestion warning displays, and other technologies that could become commonplace on major roads by the early 21st century. Hitherto, only a few British LAs have been interested in ATT, but more are now becoming actively interested as the new technologies develop. In 1993, RTI Focus (UK) Limited was established as a forum to discuss current ATT developments. It is based at Transport Research Laboratory (TRL), and open to any organisation involved in developing or using new road transport technology. RTI Focus has already linked several leading traffic technology companies with several innovative LAs. There is widespread potential for developing ATT technology in the UK. LAs with ATT projects include Southampton, Strathclyde and Croydon. Many other LAs need to become interested in what ATT can do for their areas. Priority areas for improving ATT in the UK are: (1) demonstrable evidence of successful ATT installations; (2) more education and awareness of ATT; (3) the development of appropriate funding mechanisms; (4) greater coordination of available products.
