PILOTAGE ORGANISATION FOR PORT EMPLOYED PILOTS

Pilotage is a unique service based upon local knowledge and special conditions prevailing in the pilotage area. The rules governing pilotage should be designed to meet the special conditions and needs of each port area, for which purpose an authority must be established that will have the ultimate regulatory control over the pilotage service. The considerations that should be covered by the regulations of the authority are listed. Various aspects are then discussed in more detail, including pilot training, enrichment of skills, prevention of the one-man error, control of tugs and other craft, port practice and policies, and basic personnel qualifications.
