THE HONG KONG VESSEL TRAFFIC SERVICES (VTS)
The Port of Hong Kong, which ranks among the top three container ports in the world, expanded development during the 1970s and 1980s. Owing to land reclamation projects, there was a continual reduction in the size of available water areas. Simultaneously, there was a significant increase in marine traffic using the port, with more than 17,000 calls by oceangoing vessels in 1988. This article discusses: the potential risk arising from these two factors; the studies made concerning a vessel traffic service to reduce marine risk; and the system chosen, including its components, procedures, staff and installation.
