THE 1991 DIPLOMATIC CONFERENCE ON UNIFORM LIABILITY RULES FOR OPERATORS OF TRANSPORT TERMINALS
The United Nations Commission on International Trade Law (UNCITRAL) is composed of 36 states that represent the various geographic regions and the major economic and legal systems of the world. It is the body centrally concerned with United Nations General Assembly Resolution 44/33 (1989) calling for the convening of a diplomatic conference, in early 1991, on a draft convention on the liability of operators of transport terminals. This article reports on the status of the draft convention, article by article, discussing the issues, the UNCITRAL negotiations and the work of the U.S. delegation in preparation for the 1991 conference.
