DESIGN AND OPERATIONAL ASPECTS OF MANEUVERABILITY REGULATIONS
This paper is devoted to the analysis of basic technical problems associated with the development of maneuverability regulations, including the definition and selection of appropriate criteria. The requirements for potential maneuverability criteria are considered, and approaches to developing these criteria are discussed. The need for maneuverability regulations or standards is discussed, and a brief review of the previous approaches pursued by the U.S. Coast Guard and the International Maritime Organization is provided. Problems hindering the incorporation of maneuverability concerns in the process of ship design are discussed. A set of maneuverability criteria is suggested, based on the parameters of maneuvering under steady and nonsteady conditions.
