CREW REDUCTION--A WAY OUT TO STAY IN
For shipowners flagged in countries with high standards of living and high levels of social welfare, crew reduction is almost the only way to meet the challenge of severe competition and stay in business. Crew reduction, however, requires a restructuring of shipboard organization, a redistribution of tasks and responsibilities, and additional training for crew members to enable them to meet new requirements. The impact of crew reduction is examined, including its potential necessitation of revisions in shipping regulations and of a totally new approach toward maritime education, training and certification.
