MANAGING THE ENVIRONMENTAL/HEALTH/SAFETY RISKS AT A MAJOR SHIPYARD

The complexity of shipyard operations, in combination with the diverse and numerous hazardous materials used in manufacturing and repair, present unique environmental, health and safety challenges. One shipyard has taken a proactive approach to hazard identification, assessment and control in order to effectively manage these risks. Its approach, as explained in this paper, utilizes a risk screening technique and a consequence modeling step, and makes use of situation-specific risk control options. The same approach facilitated the development of a comprehensive, multidisciplinary Emergency Response Plan that complies with the regulations arising from the Superfund Amendments and the Reauthorization Act of 1986. This new response plan is considered beneficial to shipyards that seek state-of-the-art risk management programs at a time of increasingly stringent regulations involving hazardous materials and environmental safety.
