ENVIRONMENTAL PROTECTION THROUGH SAFER NAVIGATION

The author postulates that most of the accidents that have resulted in major oil spillages and sea pollution are at least partly attributable to navigational faults. To determine what further measures can be taken to improve navigational safety and reduce the casualties that result in environmental pollution, this paper analyzes reliable statistics related to strandings and collisions. Based on this analysis, it is determined that navigational safety can only be ensured by using advanced navigational equipment, improving training standards and streamlining vessel traffic systems. A major cause for concern are the relatively high loss ratios for certain flags of convenience. These flags must upgrade their standards with respect to navigational equipment and personnel training and certification. Countries that do not have effective systems of investigating marine casualties should take heed and replace or improve existing systems in the very near future.
