WHITTIER ACCESS

This article discusses the Improved Whittier Access Project (IWAP), which was set up in March 1993 to evaluate the feasibility of several proposed schemes for improving road and rail access to the small town of Whittier in Alaska. Details are provided of the design and construction options planned for the tunnels required. The first option is for new purpose-built tunnels for a dedicated road link which will cost $200 million. Several intermediate options propose a road and rail sharing of the existing 4km long railway tunnel. In the most expensive option of this type, the tunnel would be enlarged to accommodate a two-lane highway adjacent to the railway. In the least expensive option, the existing one-lane tunnel would carry east- and west-bound road and rail traffic alternately, using manned control stations at both portals to control the schedules.
