WATERWAY DESIGN MANUAL; FINAL REPT
This manual supplements the short range aid (SRA) system design guidelines presented in Chapter 4 of the Aids to Navigation Manual - Administration (COMDTINST M16500.7) and provides an additional tool for the Waterway Analysis and Management System (WAMS). The software, Automated Relative Risk Factor (ARRF) Computation Program, Release 2.1B, is available upon request from Commandant (G-NSR-1), U.S. Coast Guard Headquarters, Washington, D.C. 20593. The manual and the software guide the user through an evaluation process for a subject waterway. The general approach is, first, to select a 'design vessel' to represent the traffic in a waterway and to divide the waterway into 'regions' that will enclose the distance needed by this vessel to perform each of the maneuvers that comprise a transit. Conditions of the transit, including the configurations of the waterway, the SRAs, and the environmental conditions, are specified as inputs to the program. Based on the input, the program provides a 'relative risk factor' (RRF) for each region of the waterway. These values can be used to compare risk in regions along a waterway, or to compare risk under alternative SRA systems or under alternative conditions.
