RELATING ENVIRONMENTAL IMPACTS TO CHOICE OF HIGHWAY DESIGN
This paper which concerns itself with the estimation and valuing of environmental impacts and the comparing of alternative designs in these terms, discusses the prediction, quantification and costing of environmental factors, as well as the broad relation of environmental impacts to road design. A brief resume is presented of road design costs and their make-up, and the approaches to evaluation are reviewed. The application of cost-effectiveness analysis is described, and case studies are presented as illustrations. It is concluded that there is no universally applicable profile or design, and that despite the present uncertainties about values of various environmental factors, it is possible to make some estimates of enhanced costs and value for money.
