RESIDUAL FUELS--"QUALITY PER DOLLAR"

The authors explain why viscosity can no longer be regarded as the only criteria for marine residual fuel quality, either in terms of commercial or technical end-user requirements; why IFO 380 and higher grades ex-refinery are more uniform in their characteristics, so that their use reduces the risk of problems associated with blending during distribution; and why, in terms of "quality per dollar," premium priced fuels such as IFO 189 are increasingly unlikely to offer better performance and, therefore, value for the money. Finally, considering all of the effects on the quality of residual fuel oil brought about by the more severe refining techniques, and supported by the evidence obtained from the large amount of analytical data available, the authors suggest that the present system of pricing residual fuels on the simple basis of viscosity should be dropped in favor of energy per dollar.
