THE THEORY OF EXPLOITATION--A NEW AID OF PORT PLANNING AND MANAGEMENT
This paper deals with the developing theory of the exploitation of technical objects and with its application to port planning and management problems. By "exploitation" is meant the joint organization of use and maintenance. The basic exploitation problems that the theory formulates are identified and discussed. Some are: selection of the manner of carrying out an operational task; the design, selection and identification of a technical object; ensuring that the exploiters of the technical object have the requisite knowledge and level of skills; selection of the utilization method; management of the exploitation; the division of responsibilities; decision making in regard to the liquidation and replacement of technical objects; and the utilization of the wastes of exploitation.
