UNITED STATES INTERNATIONAL SHIP REGISTER. IS THERE A REAL NEED FOR IT?

A proposal that has been advanced for consideration by the Commission on Merchant Marine and Defense concerns the establishment of a U.S. offshore registry. The underlying motive is claimed to be the provision of an alternative to the practice of relying on current flag-of-convenience fleets. The author presents the views of the American Institute of Merchant Shipping (AIMS) regarding the proposal, AIMS being a national trade association representing twenty U.S.-flag carriers that own or control 9 million deadweight tons of oceangoing vessels. The Institute is unanimously opposed to the concept of a U.S. offshore registry, and the reasons underlying this opposition are explained.
