A METHOD FOR RISK ANALYSIS
This paper is based upon the results from a contracted research project which was undertaken by the University of So. California for the Office of Hazardous Materials, Department of Transportation, on the subject topic and which included the three tasks, namely: (1) Development of a conceptual model for risk analysis; (2) demonstration of the practicability of risk determinations by examples; and (3) demonstration of the practicability of evaluating special permit petitions. In this paper a risk analysis model is developed which is provided with input from existing data bases with some minor extensions and revisions and is logically consistent and satisfying. The risk model considers the risk alternatives based upon both likelihood and cost from four different kinds of accidents resulting in varying degrees of severity and causing loss (i.e., death, bodily injury or property damage). A common dimension, cost, is used to add all these losses, when a single figure is required. Conversion factors for all loss kinds to dollars are put forth, but each loss class can also be considered separately and by each party at risk. A total cost factor provides the basis for practical consideration. /Author/
