MARPOL 73/78--FULFILLMENT OF EXPECTATIONS OR DISAPPOINTMENT. EXPERIENCE GAINED IN THE FEDERAL REPUBLIC OF GERMANY
This is a discussion of what remains to be done, in the author's view, to fully realize the aim of the MARPOL 73/78 Convention to prevent the pollution of the seas by shipping. Based on the experience of West Germany in trying to implement convention provisions, he feels Annexes III and IV must come into force quickly. Practical problems that have occurred in connection with the application of the Convention must be eliminated--if necessary, by amendment of the Annexes. More intensive controls are needed, and more and better reception facilities must be provided. Lastly, the Convention itself must be regarded as a dynamic instrument that is to be developed as needed to reflect new knowledge and technical capabilities.
