SPEEDS, FLOWS AND JOURNEY TIMES ON ROAD LINKS IN WEST CENTRAL LONDON

Average speeds and flows were measured on 38 road links in west central London using a variation of the registration number method. The results showed that the capacity of a few particular links, in terms of flow per unit width of a carriageway at any given speed, was very much greater than the rest. For many links, the ratio of variance-to-mean of journey times rose sharply when average speeds fell below 13 mile/h. /Author/TRRL/
