THE U.S. SHIPPING ACT OF 1984
On 20 September 1989, the U.S. Federal Maritime Commission (FMC) followed five and a half years of research and analysis with the publication of its much-anticipated Section 18 report on the U.S. Shipping Act of 1984. In addition to examining those areas the FMC was mandated to look at, the report presents an interesting insight into the development of liner shipping in selected trades during the 1980s. The first of the two articles that comprise this feature looking at the 1984 Act is entitled "The U.S. Shipping Act of 1984: the FMC Reports" and summarizes some of the findings of the published report. The second, "The U.S. Shipping Act of 1984: the Debate Continues" looks at the controversy underway between carriers and shippers over the future role of conferences and at what might happen now that the FMC has published its analysis.
