A VIEW ON SAFETY
The three key functions of the Municipal Rotterdam Port Management (RPM) are: to be manager of the port infrastructure, to be provider of nautical services; and to be co-designer of port innovations. This paper primarily considers the second function. The services involved in this nautical management have to do with safe and efficient navigation in the port area. There must also be assurance, however, of the safe and rapid execution of the loading and unloading activities connected to the shipping traffic. This means that safety must be evaluated in the context of other activities, meaning that a certain degree of risk must be accepted. The appropriate framework for answering the key question of what level of risk is acceptable can be found in a safety policy. The policy in effect at the Port of Rotterdam serves such a purpose and the approach that it takes is discussed.
