IMPLEMENTATION OF COST SCHEDULE CONTROL SYSTEM (C/SCS) IN THE NAVAL SHIPYARD
The Cost Schedule Control System (C/SCS) in naval shipyards provides for evaluating and acting on what is happening on a project in terms of costs and schedules while these things are occurring, rather than after the fact. The author indicates that, when properly implemented, C/SCS will provide managers with timely indicators of accountability and projected performance relative to planned budget and schedules. This paper describes the C/SCS, explains its basic terminology, summarizes basic input requirements (e.g., cost variance analysis, estimate of completion, performance data), and reviews the current status of the implementation of the system in naval shipyards.
