HERALD OF FREE ENTERPRISE LEGISLATION
Following the report of the inquiry into the loss of the ro/ro ferry HERALD OF FREE ENTERPRISE, which capsized while leaving Zeebrugge on 6 March 1987, the British Government quickly introduced regulations to reduce the operational problems highlighted in the report. This article explains the provisions of certain of these regulations, including those dealing with passenger boarding cards, the closing of vessel openings, loading and stability assessment, emergency equipment lockers, and the equipping of every ship with an Operations Book provided by the owner.
