THE PREPARATION OF NATIONAL CONTINGENCY PLANS
A necessary prerequisite to regional coordination and cooperation in responding to oil spills and chemical spills is the existence of national contingency plans. These plans should identify national resources and capabilities and establish an organizational structure that enables the identification of focal points and lead agencies within each Administration. Recommendations for the preparation and characteristics of the plans are presented, with emphasis upon the technical assistance offered by the International Maritime Organization (IMO) in their development. The annexes to the paper contain several extracts on contingency planning taken from manuals prepared by the IMO together with a suggested list of plan elements.
