MARPOL ANNEX II--ONE SHIPOWNER'S EXPERIENCES
The author is affiliated with Keystone Shipping Company, which operates four chemical tankers affected by Annex II to the MARPOL Convention. Annex II covers the control of pollution by chemicals transported in bulk. After reviewing the aims and provisions of the annex, the author illustrates Keystone's experience with the implementation process by tracing the steps taken to bring one of the company's four affected vessels, the CHILBAR, into compliance. The CHILBAR exemplifies a vessel that requires maximum flexibility to be economically competitive. It is a 39,000 dwt ship whose 22 cargo tanks are served by 18 deepwell pumps, four main cargo pumps and 22 independent piping systems.
