VAPOR HANDLING AND/OR RECOVERY FROM THE VIEWPOINT OF VESSEL AND WATERFRONT FACILITY OPERATORS
Following the publication by the National Research Council of the study "Controlling Hydrocarbon Emissions from Tank Vessel Loading," the U.S. Coast Guard, preparatory to rulemaking, asked the Chemical Transportation Advisory Committee for recommendations regarding the development of safety and equipment requirements for tank vessels and waterfront facilities. Though most vapor recovery feasibility issues have been addressed, numerous questions are still under study as to when, where and how vapor recovery should be accomplished. This paper tries to highlight questions and concerns still held by tanker and waterfront facility operators. They include the desire for independence, various safety concerns, and cost.
