A CHRONIC SHORTAGE OF QUALIFIED PERSONNEL

This article reports upon the discussions of a Ship Management Panel at the Maritime and World Trade Exposition in Connecticut, that kept focusing in on the chronic shortage of qualified ship personnel. The way that Filipinos and Asians view the seafaring career is contrasted with that of westerners. The controversy surrounding the issue of the responsibility of owners, ship managers and governments to bear the costs of training a new pool of entrants is noted. Another issue that received the panel's attention was the size of the fees paid to ship managers. It was felt that managers were not being adequately compensated for the services they provided. The integrity of some managers in relation to cost accountability was also questioned.
