PROMOTING CHANGE IN TRANSPORTATION REGULATION
This article advocates no specific regulatory change in transportation, but poses a qualitative model for managing regulatory change efforts from inception to legislative submission. In order to promote significant regulatory changes in transportation, the supporting agency must involve shippers, carriers, consumer groups, lobby associations, and other governmental agencies in the policy analysis process as early as possible. Agencies should avoid the "massive legislative package" approach to fostering regulatory change. More limited proposals should be submitted with documentation of specific costs and benefits and an exhaustive study of the legislative history of the regulations involved. This legislative management approach by an agency advocating regulatory change in transportation might substantially improve the likelihood of such change ocurring.
