STANDARDS DEVELOPMENT AS A FACTOR IN MOTOR VEHICLE NOISE ABATEMENT
This paper examines the factors involved in the development and implementation of standards pertinent to motor vehicle noise reduction. Since the use of the term standard implies that there is a consensus of concerned parties, these are identified along with the roles they play in establishing the standards. Included in the discussion is an evaluation of the timeliness or the response time of the standards system. It is concluded that, if standards groups are given a voice and a chance to participate, they can be a productive and timely partner in the abatement of traffic noise and vehicle noise.
