NEW SOVIET MARITIME POLICIES
Under changes made in Soviet maritime policies, an unsound shipping enterprise will now have to address not the Ministry on Merchant Marine, but rather the banks, and will have to seek other, new forms of credit. When it comes to fleet replacement, however, the Ministry remains the final arbiter.
