INTENSIVE TRAFFIC MANAGEMENT FOR CRITICAL ROADWAYS, PART II

This paper, the second part of an earlier article, gives further details of traffic management in and around the Holland and Lincoln tunnels in New York. The entrance control traffic signals and their method of operation are described in some detail and also the way in which they are monitored by the computer. Analyses show that the traffic flow in the tunnel has been increased by about 5% using traffic management. The traffic conditions during a peak period are shown to be better with the system than without it. The zone of influence of the two tunnels extends to the entrance and exit roads which serve them and detection and surveillance has been extended to these roads. This detection system and the results so far obtained from it are discussed in some detail. Further developments to the system will include the installation of an automatic vehicle identification system for buses and implementation of controls on the tunnel entrance and exit roads.
