ENHANCING THE PUBLIC SHARE OF HIGHWAY BENEFITS
Ways to increase the public share of highways nonuser benefits are examined. Methods include zoning bonuses for special performance, public acquisition of affected land, and a one-time tax on benefited land. Taxes on benefited land may have broader purposes than to increase the public's share of benefits, for example, to restrain development as the Vermont tax on land value gains.
