ADJUDICATION

In addressing the problem of providing guidance material on the effective management and application of traffic records for the adjudication systems, the uniform traffic ticket (UTT) and complaint, the accident report and driver records aspects are outlined, and the responsibilities and administration of an auditing agency (which must be created) are listed. In addressing the problem assumptions were made which are based on provisions contained in the Uniform Vehicle Code, the Model Rules and Procedure for Traffic Court Cases, and the Manual on Uniform Traffic Control Devices. The need is indicated for an auditing agency with authority to control the design and distribution of UTT and complaint forms; require all traffic courts to file their copies of UTT's with the agency; monitor all UTT's; prosecute parties who violate the UTT procedures; and evaluate performance of police agencies and courts. A graphic representation is presented of the adjudication process.
