ENFORCEMENT

Effort must be directed toward maximizing the use of traffic data in administering traffic law enforcement activity. A chart is presented which illustrates the use of traffic records at all levels of traffic law enforcement activity from (1) strategic planning and direction at the federal and state level through (2) management control at the departmental level to (3) functional guidance at the supervisory and operational level. At each of these levels it is also indicated that (a) certain information outputs from the records system are needed, that (b) specific uses can be made of these data at all levels, and that (c) people responsible must be motivated to put the data to use. Details are briefly outlined in each of these categories. In the area of management, virtually all information is in the form of processed data selected and arranged for specific purposes. The important outputs of the traffic records system are the numbers and rates that reflect the magnitude of the highway safety problem. Other data outputs are specifically applicable to traffic law enforcement program management. The more important of these are listed. The basic data needs and their use in traffic law enforcement are tabulated. Data needs and use in policy formation and resources allocation for police law enforcement at the national and state levels are discussed. A strategy is outlined for a basic working plan (motivating traffic data use) which includes the following: the development of brief case histories of specific use of traffic data; development of techniques (display, formats etc.) to bridge the gap between the systems developers and the users; assist media in carrying feature stories based upon specialized traffic data; and provide local police with constant assistance through consultants, specialists and technicians.
