PROJECT EVALUATION
The concept of evaluation in highway traffic safety administration is defined, the role of the traffic records system is examined, the types of evaluation are categorized, the elements of evaluation programs are listed, and organizational responsibilities in this field are discussed. The complex evaluatory procedure must be performed by professionals. Often, personnel from within an agency are better qualified for the demands of the procedure than consulting organizations. The importance of the traffic records systems is related to the need for identifying primary causation of highway collisions, identifying significant trends and causes in such collisions, evaluating procedures for the prevention of highway collisions, and determining areas where further research is required to reduce highway fatalities, injuries and damages. Three types of evaluation are described: administrative, descriptive, and special studies. Three levels of evaluation program elements are: task, project, and program. The organizational responsibilities are discussed of private organizations (commercial, universities, etc.), local agencies (municiapl, county, city), state agencies (for traffic safety & highway safety), federal government agencies, and the congressional and legislative users of data from traffic records systems.
