GENERAL FRAMEWORK FOR A TRAFFIC RECORDS SYSTEM
A matrix of broad general applicability is presented (which provides a perspective for analyzing traffic related problems) which contain 4 categories of data: driver data, vehicle data, roadway environment data, and accident related data. Information on precrash factors (driver licensing and performance, vehicle registration and inspection, roadway and traffic control charecterstics), crash charecterstics, and post crash factors (property loss, medical care) are included. Examples of roadway related data include high accident location identification and surveillance etc. Roadway data could be used to group locations by common characterists. Evaluatory procedures could provide the necessary feedback for the next cycle of benefit expenditures. Examples of vehicle-related and driver-related data are given. Other factors to be considered when viewing a traffic records system as part of a larger interactive system are listed. The observation is made that a traffic records system should contain only items known to be required for production of required output, and, while content of such a system should be limited, the flexibility should not.
