OCEAN POLLUTION AND THE 1972 UNITED NATIONS CONFERENCE ON THE ENVIRONMENT

In June of 1972 the United Nations Conference on the Human Environment is scheduled to meet in Stockholm. The purpose of the conference is to eliminate the pollution of the high seas. It is the authors opinion that this conference, like others in the past, is doomed to failure. His reasons for such an opinion are that there is no coordination of action and all forms of pollution will not be considered in the same light. It is the author's belief that success will be met only by coordination of effort. This coordination can come through one of three sources; Subcommittee Three, the Stockholm Convention or unilateral legislation. IMCO is not included in his list of sources because, being familiar with IMCO, he contends that the individuals active in the organization are not competent in the pollution area. The author believes that a comprehensive treaty dealing with all types of ocean pollution must be drawn up in order to accomplish anything.
