LOCAL GOVERNMENT REORGANISATION: A NEW ERA IN PUBLIC LIGHTING

A brief account is given of the background to local government reorganisation, and its effect on public lighting, with particular reference to the initial transfer of both financial and technical responsibilities from the old local authorities to the new counties, co-ordination of responsibilities for design and planning of new installations, purchase of equipment and efficiency of lighting maintenance. All these elements should be integrated by the administrative authority under a qualified lighting engineer, whose responsibilities include liason with the department of the environment for motorway and trunk road lighting schemes, discussion with appropriate district and parish councils in all matters relating to public lighting, co-operation with the transportation and traffic departments on road lighting matters associated with highway improvement schemes and traffic management. There are now 422 administrative authorities in England and Wales compared with 1,391 before local government reorganisation, resulting in enlargement of these authorities. The author states the view that, if administrative authorities are to provide public services (including public lighting) effectively, their areas must be large enough, their powers wide enough, and their resources big enough to meet the needs demanded of them. /TRRL/
