HIGHWAY RESEARCH MANAGEMENT - THE WASHINGTON STATE SYSTEM

The highway management policy of the Washington State Department of Highways and the specific research objectives are set forth, and the tasks required to accomplish these objectives are identified. A research administrative organization, a policy guidance body, and a means whereby all department personnel may participate in the research program have been established. The Research Division is under the Department's assistant director for planning, research and state aid/ The principal functions of the Research and Special Assignment Division are listed. The Research Advisory Committee was established to assist in policy development, evaluation of requirements, and review of research results. The committee also provdes a forum for discussion. A Research Manual provides guidelines for personnel interested in research or improved ways of performing a specific function. Close liaison is maintained by the staff of the Research Division. Quaterly reports and a final report are required on each project. The importance is emphasized of the principal investigator fully understanding the problem being researched, ensuring the maintenance of schedules, and the implementation of research results.
