URBAN FREEWAY BASE-LANE SYSTEM
In order to discern what factors cause tie-ups on urban freeways, studies of rush hour traffic were made on sections of freeways in several cities. These studies uncovered three causal situations that stem from driver behavior more than from road configuration. All three have a common operational characteristic, the driver does not know which lane to follow for the most expeditious movement of traffic. The driver, even if he wants to stay in the rightmost through lane, cannot identify which one that is. The solution to the lane-use problem is to establish a "base lane" for through traffic on all limited-access roads in urban areas and to orient all traffic around this lane. The task of the traffic engineer in installing the base-lane system is described.
