PLANNING AND LAND BANKING FOR A MULTI-MODAL AND HIGH-SPEED TRANSPORTATION CORRIDOR

The paper discusses conceptual planning for a full multi-modal transportation corridor between Phoenix and Tucson, Arizona. The cities are approximately 120 miles apart. New towns, cities and communities are expected to develop along the corridor. Approximately 80 square miles of land has been "land-banked" for the proposed regional airport midway between the two cities. Arizona is one of the few places in the U.S. and perhaps the world where there is an opportunity to set aside or "land-bank" a substantial part of the right-of-way for future multi-modal and high-speed transportation facilities. The distance between the two major centers is great enough to make feasible the use of 300 mile per hour vehicles. Points of service will include the airports, business centers and universities in both the major cities, existing and new communities. The paper considers the compatibility of various modes of transportation within the corridor, including hiking, bicycling, ordinary auto travel, divided highways and high-speed mass transportation and space for all utilities.
