IS THERE A SELECTION RATIO IN THE FUTURE OF LICENSING?

This paper points out that future driver licensing systems may be changed due to the impact of the energy crisis. This impact on licensing would be felt in the selection process, where instead of accepting almost all applicants as is now the case, possibly only two out of three would be granted a driver's license. Such a selection process is viewed as not only cutting down on the number of drivers but also reducing fatalities, injuries, and losses related to accidents that are purely "accidental."
