TRANSPORT PLANNING IN DEVELOPING COUNTRIES: SOME LESSONS FOR THE U.K?
The purpose of this article is to draw attention to some ideas being used in transport planning in countries in the third world. In Singapore, huge increases in motor vehicle taxation have recently been announced to give what must be amongst the highest road user charges in the world. These give a unique opportunity to compare the actual effect of road pricing with the largely theoretical studies which have been undertaken in most developed countries. The growing shortage of oil will result in the increased use of two-wheeled transport. The change of traffic composition which this would give rise to, could mean that in the not-too-distant future we could be learning from Asian transport planners who have to consider bicycle flows of around 60% in many cities. The methods of establishing priorities for road improvements in India and by the department of the environment are similar in some ways and A comparison of experiences would be interesting. In the field of traffic census design, particularly in rural areas, it is to be hoped that counties in the U.K. could benefit from new strategic and design principles formulated by developing countries. /TRRL/
