THE FOUR BASIC ELEMENTS OF RATIONAL PAVEMENT MANAGEMENT

This paper covers the text of a State Road Laboratory internal note. The first requisite for rational pavement management is regarded by the author as a complete series of standards concerning quality criteria of longitudinal evenness, superelevation, rutting, skidding resistance and cracking or other defects of the road surface together with standarized procedures of repair, surface dressing, strengthening, etc. The second requisite includes periodical measurements of surface characteristics and the technical condition of the pavement, together with systematic visual inspection. Third requisite is a comprehensive data bank containing not only pavement data but also data about the location and geometry of road sections, engineering structures, signalization, etc., and moreover traffic and accident data. The last requisite is a physical-mechanical performance model of the pavement. At present only incomplete and simplified models of this kind are available. Optimization of maintenance and reconstruction is, however, already feasible to some extent. A systems analysis aiming at this optimization is known as "ideal pavement decision-making and management system". /TRRL/
