PRINCIPLES TO BE CONSIDERED IN PORT RATE MAKING
The article reviews the principles to be considered in port and harbor rate making ranging from the consideration of the port as a monopoly to the uniformity of rate levels. The article discusses the element of a monopoly, the technical principles of rate making, uniformity in structure, the need for nondiscrimination and rate levels. It is the authors' opinion that emphasis should be placed on good sensible judgement rather than on intricate scientific principles.
