EVALUATING THE ADVANCE PROJECT
This paper describes the evaluation plan for the ADVANCE Project, a 5,000 vehicle test of a dynamic route guidance concept on an arterial street network in suburban Chicago. The four parties in ADVANCE - Motorola, Illinois Universities Transportation Research Consortium (IUTRC), Illinois Department of Transportation (IDOT), and Federal Highway Administration (FHWA) - are jointly developing an evaluation plan that mets the specific evaluation needs that each party brings to the project. The paper describes the establishment of an Evaluation Subcommittee, its on-going efforts to develop the evaluation plan, and the interactions with the verification and validation plan under development by the system integrator. The paper presents a detailed example of the relationship between the evaluation of two of the evaluation goals: the information products created by ADVANCE and the effects of ADVANCE on driver behavior and perceptions.
