SUMMARY OF EXPERIENCES IN REDUCING DATA FROM AN INTERNATIONAL COLLISION ANALYSIS REPORT FORM
The purpose of this paper is to outline briefly the methodology and problems encountered in reducing data from the NATO Collision Analysis Report forms (CARF) of April 1. 1971 (Blue Book) and December 1. 1971 (Yellow Book) to appropriate computer punch card forms. A single computer program was written to enter data from both CARF's into a data file. Since the format and information content of the two books were different, a separate program was written to convert the "Blue" CARF data into the "Yellow" CARF format. Minor problems were encountered in the mechanics of language translation and microfiche handling. Major emphasis was placed on conditioning of the data before entering it into the data files. Each accident report received was subjected to a manual inspection of all items by trained personnel who were familar with all phases of accident investigation and reporting. In addition, each report had to satisfy 35 self-checking computer statements before being stored in the data file. During the manual inspection, obvious errors and misinterpretations of computer coding instructions were corrected and recorded. These errors and misinterpretations, etc., are summarized in this report. We have also attempted to determine the reasons that the particular errors occurred. We have interpreted the meaning of those questions and responses where we noted persistent difficulty. /Author/
