ECONOMIC TRADE-OFFS IN ROADWAY IMPROVEMENTS FOR SAFETY

The many philosophies for setting prioriteis on roadway improvements are reviewed and compared against a system for determining "optimal" policies. This system uses two sets of information: (1) accident reports and (2) on site investigation reports. The first of these is quantified to provide guidance to the investigators. Investigation data is processed to obtain policies (one for each budget constraint) which state the alternative to implement at each location. These policies are optimal in that they will return the maximum benefit for the given budget constraint. A demonstration of the practical application of the procedures presented shows that the system developed is of much more than theoretical significance. /Author/
