A GUIDE TO LAND USE AND ZONING IN AIRPORT FACILITIES

A method is detailed and tools are described for developing a land use plan around Florida's airports. The method provides for the orderly growth of each public airport and the area surrounding the airport within the jurisdiction of each zoning board, safeguards the general welfare of the inhabitants within the vicinity of the airport, the flying public and the general public. The geographical boundary of jurisdiction is defined by use of two factors: the Federal Aviation Regulation Part 77, and the noise impact countours. A model tall structure zoning ordinance has been developed by the Federal Aviation Administration for airspace protection. Four methods of noise measurement around airports are detailed, and the approach to be used in delineating distinctive land use areas is outlined. The establishment of a separate airport zoning board for the purpose of administering unique zoning problems is discussed.
