A REVIEW OF TRAFFIC CONTROL DEVICES IN RELATION TO ROAD SAFETY

This report has been prepared to assist in establishing the reduction in accidents, injuries and fatalities in Australia from the installation of certain types of traffic control devices, appropriate to the circumstances, in urban and non-urban traffic situations. Investigation and study was conducted on traffic control devices and their cost- effectiveness. The results indicate that: overall, site effectiveness of traffic control devices reduce accidents, though some devices in certain circumstances increase accidents; conflicting and contradictory results emerge over possible effectiveness of many devices; there is insufficient evidence to determine the extent to which the installation of traffic control devices would reduce the number of accidents on the road system as a whole; devices with the greatest effectiveness in relation to cost in the prevention of accidents also improve operational conditions; it is impossible to determine a suitable index of exposure for intersection accidents; regorous cost effectiveness studies of traffic control devices cannot be performed; modernization and maintenance of existing devices should be measured in terms of varying degrees. It was concluded that there is a need for extensive research of the effectiveness of traffic management schemes in reducing road accidents. /MW/
